About Harbourlands

Toronto Harbourlands is an independent civic initiative exploring how Toronto’s downtown waterfront could deliver greater long-term public benefit.

Harbourlands imagines the waterfront as one connected, four-season destination stretching from Exhibition Place and Ontario Place through Harbourfront and the Toronto Islands to Ookwemin Minising, the Port Lands, the Hearn and Tommy Thompson Park.

The concept includes improved transit, walking and cycling connections; new harbour crossings; expanded public parkland; cultural and visitor destinations; and the eventual integration of the Billy Bishop Airport lands into the wider waterfront.

The images and ideas presented on this website are conceptual. Harbourlands is not a finalized, or endorsed, master plan, and its preferred outcome should not be treated as predetermined.

The initiative is calling on the federal government, the Province of Ontario, and the City of Toronto to commission an independent Net Public Benefit Study comparing the harbour’s realistic futures—including continued airport use, alternative aviation models, park-led conversion, and a connected Harbourlands destination.

The goal is straightforward: examine the alternatives openly, measure their full economic, social, environmental, and public value, and determine which future would best serve Toronto over the long term.

Harbourlands is an independent initiative of Graham Churchill, retired technology executive and long-time civic advocate. Harbourlands is not funded by any private donors.
